TRUSTEES
The Board of Trustees held its monthly meeting on July 12 at the Ohio
Agricultural Research and Development Center in Wooster. Ohio State is
governed by a board of 11 trustees (including two nonvoting student members)
who are responsible for oversight of academic programs, budgets and general
administration, and employment of faculty and staff. The governor annually
appoints one voting member to a nine-year term and one nonvoting student
member to a two-year term.
Board approves personnel actions
Ronald L. Whisler has been named to the Martha Morehouse Chair in Arthritis
and Immunology, through June 30, 2006. Whisler is professor of internal
medicine and immunology in the College of Medicine and Public Health.
Richard W. Hall has been reappointed interim dean of the College of
Biological Sciences, through August. Hall is associate professor of entomology.
Lawrence W. Libby has been reappointed to the C. William Swank Chair
in Rural and Urban Policy in the College of Food, Agricultural and Environmental
Sciences, through July 31, 2007.
Carl R. Zulauf has been reappointed Francis B. McCormick Professor in
Agricultural Marketing and Policy in the College of Food, Agricultural,
and Environmental Sciences, through June 30, 2007.
Judith B. Fountain has been promoted to assistant vice provost for women's
policy initiatives in the Office of Academic Affairs, effective July 1.
Fountain holds a concurrent appointment as director of Ohio State's The
Women's Place.
James W. Altschuld has been appointed interim director of the School
of Educational Policy and Leadership, effective July 1.
Patricia L. Stuhr has been named chair of the Department of Art Education,
through June 30, 2006.
Kenneth J. Andrien has been named chair of the Department of History,
through June 30, 2006.
Anil K. Makhija has been named chair of the Department of Finance, through
Sept. 30, 2006.
Peter D. March has been reappointed chair of the Department of Mathematics,
through Sept. 30, 2006.
William F. Saam has been reappointed chair of the Department of Physics,
through Sept. 30, 2006.
Arts and Sciences to combine fund raising
Trustees heard a report on the collaborative development plan for the
College of Arts and Sciences. The plan calls for the development officers
from five academic units to combine their efforts for more effective fund
raising on behalf of the entire college rather than individual units.
Plan amended
The board authorized the University to amend the Supplemental Qualified
Retirement Plan and gave the senior vice president for business and finance,
in consultation with the Office of Human Resources and the Office of Legal
Affairs, authority to provide additional investment options for employees
through eligible deferred compensation plans under the Internal Revenue
Code.
Alma Mater honors Sofia

Members of Ohio State University's Board of Trustees were among
those on hand recently to celebrate the naming of the International
Center at Western Kentucky University in Bowling Green, Ky., in
honor of Zuheir Sofia, vice chairman of OSU's board, and Dero Downing,
president emeritus of Western Kentucky University. Attending the
ceremony from Ohio State were, from left, Daniel M. Slane, trustee;
Jo Ann Davidson, trustee; Judge Robert M. Duncan, trustee; William
J. Napier, secretary of the board; Michael J. Hogan, dean of humanities;
and Sofia. Western Kentucky is Sofia's alma mater.

New
teaching initiatives
Trustees heard a presentation on several initiatives in the College
of Education and across the University that focus on teaching and learning,
including the community-based efforts of the College of Education, Office
of Outreach and Engagement, the establishment of the University Teacher
Education Council and collaborative efforts to strengthen teacher preparation
programs.
Regional housing
Trustees heard a presentation on planned residence halls on the regional
campuses. The trustees were shown an architectural plan, illustrating
four housing units that are connected by a common area for the students.
The trustees authorized the University to adopt a business plan for the
residence halls.
Emeritus titles granted
Robert C. MacCallam, professor emeritus in psychology, effective Oct.
1; Peggy S. Schear, associate professor emeritus in OSU Extension, effective
July 1; Felicisima C. Serafica, associate professor emeritus in psychology,
effective Aug. 1; Gordon A. Young, associate professor emeritus in pediatrics,
effective July 1; F. Lee St. John, associate professor emeritus in evolution,
ecology and organismal biology (Newark Campus), effective July 1; Juanita
E. Miller, assistant professor emeritus in OSU Extension, effective July
1; and Ann C. Smith, assistant professor emeritus in OSU Extension, effective
July 1.
Memorial resolutions
C. Earl Baylor, associate professor emeritus in OSU Extension, who died
June 5, 2002; Mario Iglesias, associate professor emeritus in Spanish
and Portuguese, who died May 16, 2002; and George M. Lawrence, assistant
professor emeritus in electrical engineering, who died May 18, 2002.
Construction OK'd
The board authorized the employment of architect/engineering firms for
the following:
- Construction of a new Central Sterile Supply facility integrated into
the ground floor of the new Ross Heart Hospital. Total estimated project
cost is $5.75 million with funding provided by University Hospitals.
Employment of a construction manager was also approved.
- Construction of a helipad on the southwest corner of Rhodes Hall Tower,
and extension of two elevators from the Emergency Department to serve
the helipad. Total estimated project cost is $2.9 million with funding
provided by University Hospitals. Employment of a construction manager
was also approved.
- Renovation of space for the WOSU Stations in the Fawcett Center to
create radio studios, a radio reception area, teleconference rooms and
space for digital transmission equipment. Total estimated project cost
is $864,460 with funding provided by a University line of credit repaid
by the WOSU stations.
The board authorized the request for construction bids for the following:
- Renovation of WOSU (see above).
- Improvement of the HVAC and electrical services to the OARnet facility
housed at 1454 W. Lane Ave. Total estimated project cost is $250,616
with funding provided by House Bill 640.
- Replacement of the existing Larkins Hall with an all new recreation
center to be completed in two construction phases and housing a 50-meter
competition pool and diving well, recreation, class and lap pools; 16
basketball courts; six multi-purpose rooms; squash courts; racquetball
courts; 28,000-square-foot fitness center; and all new administrative
and academic offices, classrooms and laboratory. Estimated project cost
is $140 million with funding provided by University bond proceeds with
debt service paid by fees for use of the facility, House Bills 640 and
850, anticipated future capital appropriations, Department of Athletics
and central University funds.
- Demolition of the existing Robinson Laboratory and construction of
new space for the Department of Mechanical Engineering on the site.
Estimated project cost is $72.5 million with funding provided by House
Bills 640 and 850, future capital appropriations and gifts to the College
of Engineering.
- Renovation of Hagerty Hall to house a portion of the College of Humanities.
Total estimated project cost is $24.4 million with funding provided
by House Bills 748 and 850, gifts to the College of Humanities and central
University funds.
- Renovation and retrofitting of the Wexner Center for the Arts to correct
building envelope and system problems. Total estimated project cost
is $12 million with funding provided by House Bill 640 and central University
funds.
- Construction of a two-story addition to the existing Comprehensive
Cancer Center housed in Wiseman Hall. Estimated project cost is $7.3
million with funding provided by gifts to the Arthur G. James Cancer
Hospital and Richard J. Solove Research Institute.
- Construction of a new community facility to provide an integrated
approach to addressing the needs of the University Child Care Center
and ACCESS Program for single parents, and providing a new community
facility at Buckeye Village to include space for offices, satellite
child care center, recreation area, laundry facility, computer lab,
aerobic fitness room and meeting rooms. Total estimated project cost
is $5.4 million with funding provided by University bond proceeds with
debt service paid by the Office of Student Affairs.
